The mission of the Henry County Chapter of NORML is to promote local,
state and national legalization of Cannabis by providing truthful information to
the community regarding Cannabis, the history and effects of prohibition, the process
of legislation and the medical, industrial and recreational uses of Cannabis.
ARTICLE 1
NAME
SECTION 1 The name of the Chapter is the Henry County
Chapter of the National Organization for the Reform of Marijuana Laws.
ARTICLE 2
NATURE OF THE CHAPTER
SECTION 1 The chapter is organized for the purpose of
coordinating and facilitating education regarding medical, industrial
and personal uses of Cannabis in the Henry County and surrounding
areas. The Henry County Chapter will encourage participation of
lobbying efforts regarding Cannabis laws through use of telephone,
e-mail, fax or other available sources.
ARTICLE 3
CHAPTER MEMBERSHIP
SECTION 1 MEMBERS
The members of this Chapter shall be persons at least 18 years of age
who have paid membership dues of $20.00 for the current calendar year.
Any person who has not paid the membership fee for the current year
shall cease to be a member of the Chapter 60 days after membership fee
due date regardless of whether or not he or she paid membership dues in
prior years.
Members may be ask to serve on committees or participate in HCNC
activities. Members will be encouraged to participate in lobbying
efforts as appropriate for the goals of HCNC and it’s members.
Members are not obligated to participate in any meetings, efforts or
activities.
SECTION 2 PURPOSE
The purpose of membership is to further the aims and goals of this
Chapter and those of the National Corporation.
ARTICLE 4
BOARD OF DIRECTORS
SECTION 1 AUTHORITY
The Board will consist of at least the Chair, Vice-Chair, Treasurer and
Secretary. The property, affairs, business and activities of the
Chapter shall be managed by the Board Of Directors. The Board will be
responsible for overall policy, control and administration of the
Chapter.
SECTION 2 NUMBER
The maximum number of Board members shall be 7.
SECTION 3 ELECTION
After the first year the Board Members shall be elected by the members
of the Chapter during annual Chapter meetings. There shall be no limit
to the number of terms or years a person may serve on the Board.
SECTION 4 VACANCIES
A vacancy existing by reason of resignation, death, incapacity or
removal of a Board member before the annual Chapter meeting shall be
filled by designation of the remaining Board Members and will serve on
the Board until the annual Chapter Meeting.
SECTION 5 RESIGNATION
A Board Member may resign at any time by providing written notice to
the remaining Board Members. Acceptance of resignations shall not be
necessary to make it effective.
SECTION 6 COMMITTEES
The Board may establish committees with shall include at least one
member of the Board for the purposes of effective management of Chapter
interests and activities.
SECTION 7 GENERAL REMOVAL
Any member of the Board may be removed from their position through a
majority vote of remaining Board Members.
ARTICLE 5
MEETINGS
SECTION 1 BOARD MEETINGS
The Board will meet monthly and will designate date, time and place as
applicable. The meetings will be for the purpose of planning Chapter
meetings, dealing with Chapter issues, filling board vacancies and
other Chapter business as appropriate. All Chapter members will be
notified of Board Meetings at least 2 weeks prior to the meetings and
may attend the meetings at their own discretion. Reliable contact
information is required to receive notifications. Special meetings may
be called at any time by any member of the Board for any reason related
to Chapter issues.
SECTION 2 CHAPTER MEETINGS
The Board will set monthly Chapter meetings for the purpose of dealing
with Chapter issues, setting up committees and planning Chapter
activities. Members will be notified of meetings dates and times at
least 2 weeks prior to the meeting. Reliable contact information is
required to receive notifications. Members are not required to attend
the meetings but may still be ask to serve on Committees and/or
participate in Chapter activities.
SECTION 3 SPECIAL MEETINGS
Any Chapter Member may request a Special Board or Chapter Meeting by
contacting the Chair or Vice-Chair of the Chapter Board.
SECTION 4 GRIEVANCES
Members are to report grievances to any member of the Board at any
time. All reported grievances will be considered by the Board and
actions will be taken as deemed by the Board Of Directors of HCNC.
ARTICLE 6
DUTIES OF BOARD MEMBERS
SECTION 1 CHAIR
The Chair shall preside over all Board and Chapter meetings and shall
have general supervision over the business affairs of the Chapter.
SECTION 2 VICE-CHAIR
At the request of the Chair, or in the absence or disability of the
Chair, the Vice-Chair shall perform the duties of the Chair and when so
acting, shall have all the powers of, and be subject to all the
restrictions upon, the position of the Chair.
SECTION 3 SECRETARY
The Secretary shall keep minutes at all Board and Chapter meetings and
will maintain records of minutes of all Board and Chapter meetings. The
Secretary will be see that all books, reports, statements and all other
documents and records required by the Corporation are properly kept and
filed.
The Secretary will see that all notices are given as required by the
bylaws of the Chapter.
Other duties may be assigned to the Secretary as deemed necessary by
the Board.
SECTION 4 TREASURER
The Treasurer shall be responsible for all funds and financial
resources of the Chapter.
The Treasurer shall be responsible for all the deposits and withdrawals
of Chapter funds and other financial resources.
The Treasurer shall keep and maintain adequate and correct accounts of
the Chapters properties and business transactions including account of
assets, liabilities, receipts, disbursements, gains and losses.
The Treasurer will provide a statement of the finances at all Board
meetings and will provide information between meetings as requested by
any Board Member.
The Treasurer shall receive and give receipt for all accounts paid to
or by the Chapter and will provide receipts upon request of the Board
or Corporation.
The Treasurer shall prepare yearly financial report as requested by the
Chapter or Corporation.
ARTICLE 7
CHAPTER ACTIVITIES
This Chapter will participate in at least 3 community activities per
year such as setting up tables at local fairs and other activities with
the intent of educating the public regarding the myths of Cannabis and
the true medical and industrial uses of Cannabis.
This Chapter will host at least one festival per year with the intent
of increasing public knowledge and support of present Cannabis issues.
ARTICLE 8
AMENDMENT OF BYLAWS
These Bylaws may be amended by the Board of Directors through a simple
majority vote of the Chapter’s Board Members.
